Payroll Manager

Summary of the Job:
The Shared Services Payroll Manager will have overall responsibility for managing the processing of multi-state payrolls for the SGWS Central Region (TX, KS, MO, OK, TN, LA). The successful candidate will bring best practices and process improvements in administering payroll and will play a lead role in facilitating the migration of our current pay card vendor to a new provider. This role will also have an influence in the design of the company’s Payroll programs and serve as a resident subject matter expert.
Core Job Responsibilities:
  • Manage the administration of multi-state payrolls for 5000+ employees, including garnishments and taxes consistent with federal and state wage and hour laws
  • Manage central payroll operations and time keeping (KRONOS) processes related to employee compensation
  • Ensure compliance with federal, state, and local legal requirements by interpreting existing and new legislation impacting payroll; enforcing adherence to requirements by ensuring system updates occur and advising management on needed actions
  • Analyze, audit, reconcile and resolve payroll and timekeeping processing and employee payroll issues to ensure compliance with company policy
  • Ensure compliance with wage and hour and reporting regulations
  • Research and stay current on domestic wage and payroll regulation
  • Resolve employee and system issues and interface with Human Resources on all payroll related issues. Respond to complex employee inquiries that require detailed explanation or interpretation using extensive knowledge of established guidelines, policies and procedures
  • Manage annual preparation and accurate, timely delivery of annual W2s
  • Oversees reconciliation of all payroll activities as well as quarterly and annual tax filings
  • Critically review and analyze current payroll and tax procedures. Maintain and update current payroll business procedures to ensure maximum efficiency. Recommend and implement changes leading to best practice. Advise Leadership on performance risks, optimization of process flow and other opportunities for continuous improvement
  • Work with HR & Benefits on a regular basis to assure complete coordination of pay, benefits, and deductions
  • Assist in preparation of internal and external audits
  • Manage preparation of relevant management reports including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, etc.)
  • Act as a point of contact for SGWS and with external vendor partners to resolve payroll issues and ensure timely resolution; hold vendor partners accountable for meeting SLAs
  • Establish and maintain relationships with key Corporate and Divisional personnel
  • Special projects as needed

Qualifications
Required Skills:
  • A Bachelor’s Degree (Accounting, Business, Finance, or HR preferred) or equivalent experience.
  • Minimum 5 years of experience managing multi-state payroll
  • 3+ Years SAP experience with multi-state payroll management
  • Direct experience supervising and leading a payroll team
  • Certified Payroll Professional (CPP) designation preferred
  • Experience with KRONOS
  • Union/Non-union payroll knowledge preferred
  • Meticulous attention to detail and strong organization skills
  • Ability to manage multiple projects and tasks concurrently
  • In-depth knowledge and experience of payroll calculation and processing
  • Full knowledge of current Federal, State and local labor laws, tax requirements and payroll regulations
  • Experience migrating payroll from one system to another preferred
  • Familiarity with the accounting side of payroll (e.g. journal entries, reconciliations, etc.)
  • Experience working in a shared services environment

Travel Requirements:
  • This position will require overnight travel potentially up to 20%
